4.2.3 Operation Description - 5 Year Period <br />Due to the prevailing market conditions in the coal business, the initially envisioned <br />construction and production schedule could not be adhered to. Despite a concentrated <br />marketing effort and monetary expenditures of several million dollars, spent on <br />exploration, testing, monitoring and marketing, the applicant was unable to interest <br />other parties, from within and without the coal industry, to join in the development of the <br />project. Consequently, in 1993 the decision was made to "mothball" the project and <br />reclaim the areas disturbed during the development work of 1986 and 1986. <br />The reclamation effort commenced in May 1994 and was complete by the end of August <br />1994. The Division proposed to approve of the reclamation and revegetation work.
