Steamboat North Concrete Plant <br />GL 851 <br />SPCC Plan <br />112.7 (C~(1)(Vlll <br />Sands, absorbent materials, and a spill kit are located near AST 1 and within a reasonable <br />distance to all of the oil storage locations onsite. 2 ] 6 feet of boom sections, eight 2x2 <br />foot pillows, and fifty 16x20 inch absorbent pads and stockpiles of sands or absorbent pit <br />run material are standard inventory for the facility. These inventories are replenished if <br />used. <br />40 CFR 112.7 (d) DEMOSTRATION OF PRACTICABILITY <br />Lafarge management has determined that the use of the containment and diversionary <br />structures and the use of readily available spill equipment to prevent discharged oil from <br />reaching navigable water, is practical and effective at this facility. <br />40 CFR 112.7 (e) INSPECTIONS, TESTS AND RECORDS <br />Daily visual inspections consist of awalk-through of the facility to check the following: <br />piping, equipment and tanks for leakage, soils for staining and discoloring. The checklist <br />provided in Attachment B is used during monthly inspections. The items covered in the <br />inspections aze performed in accordance with API standards and good engineering <br />practices. This written monthly report (checklist) is prepared, signed by the inspector, <br />and the original copies are maintained on file for three years. <br />40 CFR 112.7 (~ PERSONNEL TRAINING AND SPILL PREVENTION <br />PROCEDURES <br />112.7 1 <br />Oil handling personnel have been instructed by management in the operation and <br />maintenance of equipment to prevent discharges, to follow discharge procedure protocols <br />and general facility operations, and to understand the contents of the Steamboat North <br />Concrete Plant SPCC Plan. <br />112.7 (fl(2) <br />The Facility Manager, see Page I, is accountable for oil spill prevention at this facility. <br />112.7 (fl(3) <br />Yearly spill prevention briefings are provided by management for operating personnel to <br />ensure adequate understanding of the SPCC plan. These briefings highlight any past spill <br />events or failures and recently developed precautionary measures. Training includes oil <br />spill prevention, containment, and retrieval methods. Records of these briefings and spill <br />prevention training are kept on the form shown in Attachment D. <br />40 CFR 112.7 (g) SECURITY <br />112.7 ( )g (11 <br />Bazbed wire fencing or natural barriers surround the facility. The entrance gate is locked <br />when the facility is unattended. <br />13 <br />
