Box 471 <br />Boulder, CO 80306 <br />RE: Docket SU-93-14 & SU-03-15 DOWE FLATS MINING AND RECLAMATION <br />PROJECT AND RESERVO[R PROJECT <br />Dear Rob: <br />Thank you for sending the Dowe Flats special use applications to the City of Longmont for our <br />review and comment. Dowe Flats is located north of SH66 between Rabbit Mountain and Indian <br />Mountain. Boulder County Road 47 intersects the site. <br />The purpose of the mining and reclamation project application is to allow for limestone/shale <br />open mining/quarrying of 312 acres within a 1913 acre permit area. Mining would occur on 100 <br />acres at a time. Extraction would occur over a 25 yeaz period. The applicant would haul <br />material to the existing Southwester Portland Cement plant south of SH66. <br />The purpose of the reservoir project is to allow a water storage reservoir for post-mining use. <br />The proposed reservoir could have a size of 600 surface acres and a capacity of 28,000 acre feet <br />within the 1193 acre permit area. <br />Several City staff members have reviewed the applications, and I have attached their comments <br />for your information. They have comments and questions on the following azeas: <br />discussion of the water storage project relative to the City's Raw Water Master <br />Plan <br />the need for a dam breach analysis <br />importance of dust control <br />retaining water flow and water quality in irrigation ditches and the St. Vrain Creek <br />reviewing designs of the haul mad where it crosses two City water transmission <br />lines <br />
