reclaznation plan. In BCNA's opinion, this is the greatest drawback to this proposal.
RECONIlYIIENDATIONS
The BCNA Board of Directors met on July 25, 1993, and voted unanimously to make the
following recommendations
(1) Long-term land-use goals should be defined for Dowe Flats with involvement of all
interested organizations and individuals, such as Southdown, Inc., the cities of Longmont
and Lyons, Boulder County, environmental organizations, and concerned citizens including
local residents and Open Space users.
(2) Boulder County should deny the proposed mining permit unless the permit document
guarantees Open Space designation or conservation of reclaimed land "in perpetuity".
(3} Boulder County should deny any pemrit for a reservoir on Dowe Flats now or in the
future. A reservoir obliterates the present ecosystem and destroys current wildlife values as
defined in (1) above.
(4) Any permitting decisions should be tabled until the partners make available to the public
all agreements between Southdown, Inc. and Marigold 41 regarding land development at
Dowe Flats.
CONCLUSIONS
Conservation biologists consider habitat fragmentation to be the primary cause of species loss
and ecosystem degradation. Short-range planning for Dowe Flats conflicts with sound
conservation principles. Rather, land-managers should affirm long-term ecosystem management
because it is a process that considers the whole ecosystem in relation to regional environmental and
economic values.
3
