In BCNA's opinion, this is the greatest drawback to this proposal. <br />RECONIlYIIENDATIONS <br />The BCNA Board of Directors met on July 25, 1993, and voted unanimously to make the <br />following recommendations <br />(1) Long-term land-use goals should be defined for Dowe Flats with involvement of all <br />interested organizations and individuals, such as Southdown, Inc., the cities of Longmont <br />and Lyons, Boulder County, environmental organizations, and concerned citizens including <br />local residents and Open Space users. <br />(2) Boulder County should deny the proposed mining permit unless the permit document <br />guarantees Open Space designation or conservation of reclaimed land "in perpetuity". <br />(3} Boulder County should deny any pemrit for a reservoir on Dowe Flats now or in the <br />future. A reservoir obliterates the present ecosystem and destroys current wildlife values as <br />defined in (1) above. <br />(4) Any permitting decisions should be tabled until the partners make available to the public <br />all agreements between Southdown, Inc. and Marigold 41 regarding land development at <br />Dowe Flats. <br />CONCLUSIONS <br />Conservation biologists consider habitat fragmentation to be the primary cause of species loss <br />and ecosystem degradation. Short-range planning for Dowe Flats conflicts with sound <br />conservation principles. Rather, land-managers should affirm long-term ecosystem management <br />because it is a process that considers the whole ecosystem in relation to regional environmental and <br />economic values. <br />3 <br />
