PART I <br />Page No. 10 <br />Permit No. CO-0036595 <br />C. DEFINITIONS OF TERMS <br />j 6. "In-situ" meazurement is defined az a single reading, observation or meazurement taken in the field at the point of <br />discharge. <br />7. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing <br />monitoring facilities. <br />8. 'Quarterly measurement frequency" means samples may be collected at any time during the calendar quarter if a <br />continual discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that <br />discharge occurs. <br />9. "Semi-Annually measurement frequency" means samples may be collected at any time during the calendar half if a <br />continual discharge occurs. If the discharge is intermittent, then samples shall be collected during the period that <br />discharge occurs. <br />10. "Seven (7) day average' means the arithmetic mean of all samples collected in a seven (7) consecutive day period. St <br />seven (7) day averages shall be calculated for all Calendar weeks, which are defined az beginning on Sunday and endir <br />on Samrday. If the calendaz week overlaps two months (i.e. the Sunday is in one month and the Saturday in the <br />following month), the seven (7) day average calculated for that calendar week shall be associated with the month that <br />contains the Saturday. Samples may not be used for more than one (I) reporting period. <br />11. "Thirty (30) day average' means the azithmetic mean of all samples collected during a chitty (30) consecutive-day <br />period. The permittee shall report the appropriate mean of all self-monitoring sample data collected during the calend~ <br />month on the Discharge Monitoring Reports. Samples shall not be used for more than one (1) reporting period. <br />12. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />13. 'Water Quality Control Division" or "Division" means the state Water Quality Control Division az established in 25-8 <br />101 et al.) <br />Additional relevant deFinitions ere found in the Colorado Water Quality Control AM, CRS ¢¢ 25.5-101 et sec ..., the <br />Regulations for the State Discharree Permit Svstem, 5 CCR 1002-2, ¢ 6.1.0 et seer and other applicable regulations. <br />D. SPECIAL REQUIREMENTS <br />1. Materials Containment Plan <br />Pursuant to Sections 6.9.3 (6) and (9) of the Regulations for the State Discharge Permit System, the permittee is <br />required to submit a Materials Containment Plan. Such a plan was previously submitted to the Division. An update c <br />the plan shall be submitted to the Division within ninety (90) days after the effective date of this permit and must be <br />implemented. The update of the plan shall include changes in the information and procedures for the prevention and <br />containment of spills of materials used, processed or stored at the facility which if spilled would have a reazonable <br />probability of having a visible or otherwise detrimental impact on waters of the State !"-'. The updated plan shall <br />include, but not necessarily be limited to: <br />a. An updated history of the spills which have occurred in the three (3) years preceding the effective date of this <br />permit. The history shall include a discussion on the cause of the spills and a the preventative measures designed <br />eliminate them from reoccurring; - <br />b. An update of the reporting system which will be used to notify, at a minimum, responsible facility management, t <br />Division, the Environmental Protection Agency, downstream water users within 5 miles downstream of the facility <br />and local health officials; <br />woe •...r,. ~,. in. <br />
