I have several <br />questions and comments that apply to all of the operations. Zn some cases, <br />I have more specific comments that pertain to a particular pit. I have out- <br />lined my comments on an exhibit-by-exhibit basis below and have rr~de <br />distinctions between general comments and those that refer to specific pits. <br />I have enclosed a copy of a permit application worksheet that our staff has <br />recently developed for small operations. I believe that all of these Teller <br />County operations fall into this category. I suggest that you either use this <br />worksheet fora guide in answering my questions, or copy it and fill it out <br />for each of the eight (or nine) operations, thus using it to structure your <br />replies to my questions for each operation. <br />As I mentioned in my Complete Letter to you of March 22nd, no application for <br />1k the Edward Grainger site was received by our Division when the other eight <br />n applications were received. Yet this pit was issued a Conditional Use Permit <br />to be mined by Teller County. Please clarify this situation. <br />Before the Board can consider these applications, proof of the two sequential <br />weeks of publication in a newspaper of local circulation must be received by <br />the Division. This proof may take the form of the publisher's affidavit (or a <br />I copy thereof) or a copy of each of the two publications, until such time as <br />the affidavit is available. The Division should also receive the green <br />/\ certified mail return receipts (or copies thereof) that show that all land- <br />owners of the pits themselves and any immediately adjacent landowners have <br />received a copy of the first of the two publications. <br />
