Doc Date:12/11/2001 <br />sss <br />~~ <br />• U 2.05.4(2)(b) Reclamation Cost Estimatesf~ <br />Reclamation costs are based on the premises that (i) only <br />about 4,000 yards of top soil will require a permanent storage <br />fior any length of time, (2) that shallow coal adjacent to Engle- <br />villa Gulch will be moved by dozer and scrapers with overburden <br />placed temporarily along side, (3) the bulk of the overburden <br />yardage can be moved by a small drag line with back casting into <br />the pit as coal is removed, and (4) a dozer can successfiully <br />spread the back casted overburden and assist a loader end truck <br />or scrapers redistribute the topsoil onto the backfiilled spoil <br />as it is generated in front ofi mining. <br />If these provisions are adhered to during the course of the <br />operation the major part of the reclamation will become a pert <br />• ofi the mining activity and does not need addressing unless a <br />catastrophic event takes place leaving a large open pit with no <br />prior or little reclamation. <br />The permit area is thirty eight (38) acres of which 19.78 <br />acres is expected to be disturbed. A disturbance is considered <br />any area disturbed physically, or even driven over with a dozer, <br />or vehicle. The roads are considered in the disturbed category <br />although they will not be reclaimed, as they were in service for <br />certain uses prior to the mining operation and will revert to <br />that use in the post-mining era. The actual disturbed area, <br />which must undergo restoration and re-seeding, is only 16.76 <br />acres and includes the open pits (2), coal stockpiles (2), top <br />soil storage pile, crusher location, fuel storage site, and the <br />• 1 <br />
