M-2003-003 <br />Dear Mr. Oswald, <br />For IPildlife- <br />For Peaple <br />~4't' YWl 1 d- / <br />~dGvWt.EO~~ <br />The Colorado Division of Wildlife (CDOW) reviewed the permit application mentioned above and would <br />offer the following comments for your consideration. The applicant, Rick Shaw, contacted and involved <br />the CDOW early in the county's review and planning process during 2002. We appreciated the Shaw's <br />consideration for wildlife and at this time, we addressed specific concerns related to wildlife. Along with <br />this process, we also provided proactive measures and mitigation to help reduce impacts to and <br />conflicts with the wildlife in the immediate area. These concerns included: timing of the gravel pit <br />operation during the winter; control and maintenance of noxious weeds; reclamation of the area during <br />and once the operation was completed; and possible bear- human conflicts. These comments were <br />included and addressed in a letter to the La Plata County Planning Department dated 10/07/02 (see <br />enclosed letter of CDOW comments for Westside Gravel Pit, 10/07/02). During the planning and review <br />process, Shaw told the county commissioners that he would follow and implement CDOW <br />recommendations and mitigation into the gravel pit operation plan. <br />In reviewing the112 permit for the Westside Gravel Pit, we noticed that the application lacked any <br />mention of wildlife mitigation or a reclamation plan once the operation was completed. We contacted <br />Shaw during the week of February 10`h for a copy of the application and asked for a clarification to the <br />Zack of wildlife mitigation and reclamation within the application. Shaw said that he would follow CDOW <br />recommendations and that he had provided this information during the county's planning process. He <br />just had not included it in the application. With this in mind, the CDOW will continue to concur with the <br />issues addressed in the enclosed CDOW letter dated 10/07/02 (e.g., timing and seasonal <br />considerations for wintering big game species in the area; prevention and maintenance of noxious <br />weeds and proactive measures to prevent possible bear -human conflicts) and have included this letter <br />as part of the comments for your consideration. <br />The CDOW would also recommend that the applicant develop and include a reclamation plan with in <br />DEPARTMENT OF NATURAL RESOURCES, Greg Watcher, Executive Director <br />WILDLIFE COMMISSION, Bernard L.
