<br />EXHIBIT E -RECLAMATION PLAN <br />This section follows the requirements outlined in Section 6.4.5. The proposed mining and <br />reclamation plans focus on minimizing the ecological impacts of mining, minimizing the length of <br />time of impact, and maximizing long-term benefiu. Reclamation techniques will be used to not only <br />restore pre-mining conditions, but also revitalize the system. <br />A. Describe the type(s) of reclamation the Operator/Applicant proposes to achieve why each <br />type was chosen, the amount of acreage accorded to each, and a general discussion of <br />reclamation methods as related to the mechanics of earthmoving. <br />Hall-Irwin developed the reclamation plan in conjunction with the landowners, based on the <br />depth and configuration of the gravel resource and the landowners' plans for the property. <br />Reclamation includes: <br />Future Development <br />This property is within the Town of Firestone's planning area. The property owners and <br />applicant are in the process of annexing into Firestone. Mixed-use development is contemplated <br />in the conceptual development plan/annexation application. The future development will be <br />sited to allow individual properties direct access to the lake. <br />Lakes <br />Hall-Irwin will create one lake during final site reclamation. The lake will be approximately 1 12 <br />acres in size and will provide recreational opportunities for future residents. Anticipated uses <br />will include wildlife habitat, fishing, swimming, boating, water skiing and other water-related <br />activities. <br />Earthmoving <br />The topsoil will be replaced by a scraper and generally graded with a blade. All grading shall be <br />done in a manner that controls erosion and siltation of the affected lands, to protect areas outside <br />the affected land from slides and other damage. In addition, all backfilling and grading shall be <br />completed as soon as feasible after the mining process. All disturbed areas shall be regraded and <br />smoothed to a finished grade that is suitable for revegetation or the final land use. <br />As noted previously, the area will be reclaimed as mining proceeds. Finish grading, topsoil <br />placement and seeding will occur throughout the life of the mine. Once the resource is <br />completely removed, dewatering will stop and the finished lakes will fill with water. Shoreline <br />treatment will include slope variation to encourage diversity in the type of vegetation that will <br />thrive on the reclaimed property. In addition to seeding, trees and shrubs will be planted to <br />create wildlife habitat and visual interest along the shorelines.
