<br /> <br />r~ <br />I.• <br />8.0 - RECLAMATION AND BONDING <br />8.i Reclamation <br />8.1.1 Four Foot of Cover <br />WECC intends to apply for a variance from the requirement <br />to reclaim the refuse disposal site with four feet of non- <br />toxic cover. As support for the variance, an analysis of <br />the refuse pile revegetation study conducted by Mid- <br />Continent Coal Company at its mine in Coal Basin, Colorado <br />will be made. The study was conducted by Mid-Continent to <br />support a request for a similar variance. A comparison <br />between various conditions at WECC and Mid-Continent will <br />be made, including but not limited to the following: <br />Soil quantity and quality <br />Waste material quality <br />Vegetation types or zones <br />Aspect-solar radiation <br />Elevation <br />Precipitation <br />Post-mined land use <br />Based upon the comparison, WECC will determine whether the <br />results of Mid-Continent's study may be applied to the <br />reclamation of the refuse pile at Mt. Gunnison. In <br />addition,, the results of the refuse pile reclamation study <br />conducted by Environmental Research and Technology, Inc. <br />(ERT) at the Mt. Gunnison Mine from 1977 to 1980 will be <br />evaluated and, if appropriate, will 6e used to further <br />substantiate WECC's request for a variance. <br />-34- <br />
