r~
I.•
8.0 - RECLAMATION AND BONDING
8.i Reclamation
8.1.1 Four Foot of Cover
WECC intends to apply for a variance from the requirement
to reclaim the refuse disposal site with four feet of non-
toxic cover. As support for the variance, an analysis of
the refuse pile revegetation study conducted by Mid-
Continent Coal Company at its mine in Coal Basin, Colorado
will be made. The study was conducted by Mid-Continent to
support a request for a similar variance. A comparison
between various conditions at WECC and Mid-Continent will
be made, including but not limited to the following:
Soil quantity and quality
Waste material quality
Vegetation types or zones
Aspect-solar radiation
Elevation
Precipitation
Post-mined land use
Based upon the comparison, WECC will determine whether the
results of Mid-Continent's study may be applied to the
reclamation of the refuse pile at Mt. Gunnison. In
addition,, the results of the refuse pile reclamation study
conducted by Environmental Research and Technology, Inc.
(ERT) at the Mt. Gunnison Mine from 1977 to 1980 will be
evaluated and, if appropriate, will 6e used to further
substantiate WECC's request for a variance.
-34-
