The reason for this request is <br />my failure to publish the notice and undertake the mailing required by <br />the rules promulgated by the Board of Mined Land Reclamation. <br />Also, please be advised that I have commenced publication and although <br />for a limited impact operation a notice must be published for only two <br />consecutive weeks, the Board has chosen to publish for four consecutive <br />weeks. Ca....~„>rr.....>~ <br />I have also mailed the notice to each of the landowners and the <br />neighboring land owners, however, I have done so by certified mail <br />without a return receipt. In this area, the Post Office will only <br />deliver certified mail with return receipt if the individual is there to <br />receive the mail. Obviously, this is not the case in most of the <br />instances as the landowners are either in the field, working at another <br />location, etc. Therefore, the certified mail shows that we did in fact <br />mail the notices to the applicable land owners and neighbors, and that <br />they will receive them as they would any other mail. I have also <br />attached a Certificate of Mailing to my notices.
