The reason for this request is my failure to publish the notice and undertake the mailing required by the rules promulgated by the Board of Mined Land Reclamation. Also, please be advised that I have commenced publication and although for a limited impact operation a notice must be published for only two consecutive weeks, the Board has chosen to publish for four consecutive weeks. Ca....~„>rr.....>~ I have also mailed the notice to each of the landowners and the neighboring land owners, however, I have done so by certified mail without a return receipt. In this area, the Post Office will only deliver certified mail with return receipt if the individual is there to receive the mail. Obviously, this is not the case in most of the instances as the landowners are either in the field, working at another location, etc. Therefore, the certified mail shows that we did in fact mail the notices to the applicable land owners and neighbors, and that they will receive them as they would any other mail. I have also attached a Certificate of Mailing to my notices. I trust that this will comply with your requirements.
