Kaiser is proposing the use of standard reclamation methods to repair rills and <br />gullies, however, if extreme problems develops, silt fences will be used as an <br />aid to eliminating the formation of rills and gullies. These silt fences will be <br />placed in areas where rills and gullies may approach nine inches. The silt <br />fence will be made up of wire mesh screen covered by a trevira cloth to aid <br />in controlling sediment loss. The silt fence will be held in place by two fence <br />posts. <br />Step 2 - All rills and gullies will be reclaimed as soon as ground conditions will permit. <br />Allowances should be made with regard to poor weather conditions, wet soil <br />conditions, newly vegetated areas or other environmental restrictions. <br />Step 3 - Kaiser Steel will notify the Division prior to implementing stabilization work <br />and again when the work has been completed. <br />Step 4 - If the previously discussed methods of controlling rills and gullies are <br />unsuccessful, Kaiser will consult the Division regarding an alternative method <br />of soil stabilization. A revised rill and gully plan will be submitted to the <br />Division regarding any permanent changes. <br />Kaiser is committed to preventing the formation of rills and gullies on reclaimed area at the <br />Colorado Coal Mine No. 1. Through annual inspection and remediation as necessary, Kaiser <br />does not anticipate rill and gully problems. Any activities related to the repair of rill and <br />gullies will be reported in the annual reclamation report. <br />Pest and Disease Control <br />Noxious plants as defined in Section 1.04 will be controlled using the recommended <br />methodologies of the Colorado State University Extension Service. If outbreaks, of insects <br />become a problem to the point they endanger the successful establishment of the seeded <br />vegetation on the reclaimed area, they will also be controlled using methods suggested by <br />the Colorado State University Extension Service. All herbicides and pesticides utilized will <br />be those that are approved by the appropriate state and federal governmental agencies <br />responsible for the approval and distribution of such agents. Kaiser agrees to submit a <br />pesticide or herbicide application plan within 30 days of any anticipated application including <br />target pests, chemical, and application rate and method. <br />Measures for Determining Success of Revegetation <br />The success of revegetation on the reclaimed lands will be monitored according to the <br />guidelines suggested by the Colorado Division of Minerals and Geology. As proposed in <br />these guidelines, ground cover and productivity will be sampled on both the undisturbed <br />reference area and on areas that have undergone complete reclamation. The reference area <br />has been established as a representative of the soils, slope, aspect, and vegetative community <br />2.05-4 <br />
