<br />Included in this package of material is the response to the November 1, <br />1991 letter requesting information needed to calculate a bond for this <br />operation. After examining the information requested and looking at the <br />resources available a method was devised that allows the entire affected area <br />to be divided into units of disturbance called AREAS. Not all items in the <br />November 1, 1991 letter are applicable to all areas of affected land. Some <br />affected land is so little affected that only one or two items in the letter <br />apply while other areas require response to virtually every item in the <br />letter. Fltrthermore it was realized that placing that much information on a <br />map would produce a map that would be unreadable. It was believed that the <br />approach presented here is probably the most orderly, although not necessarily <br />the most compact. <br />The criteria utilized in defining the boundaries of each azea shown on <br />the map included primarily the use or status of that particular land with some <br />reflection on historical development. Thus each of the azeas defined forms a <br />more or less logical unit based on the type of disturbance present and how it <br />would be handled at this point in time if reclamation were to be implemented. <br />The Castle Sand Pit (permit 77-213), however, is handled in this <br />submittal as a sepazate unit. This site is, on the whole, rtuch simpler than <br />the other permitted area (permit 73-007). Therefore, description of this <br />operation with respect to the November 1, 1991 letter is contained in a <br />single, separate unit. This is also necessary because this operation is a <br />sepazate permit under ownership of a different company from that which is the <br />primary point of interest. This operation must be handled as a separate <br />entity from a bonding standpoint in order to maintain the legal separation of <br />these two permits. <br />In both cases, where stockpile volumes aze applicable, the volumes aze <br />included in the description of each area.
