. ::
--- -
2. The information in the application pertaining to hydrology/erosion
- control ~is very general, and snits any discussion of~the•technical
aspects of the design. What are the design storms, peak discharges and
flow velocities used in~the design (please include supporting - -
..calculations). ~A list of reclamation and erosion control:techniques ,
':available for use" is included (pages E-1 through E=3 ), but there is
no indication of which of the measures the operator intends-to use. ~
Please describe what the operator will commit to doing, not just what
the choices are.
j2I•a.

" +?
'
3. On page E-5, you indicate that
the operator will remove and regrade 2 yv.~
+n
all sediment and siltation structures...". What sediment and siltation ~is,~.'
structures will be constructed (please include all design criteria and y~s
~.
supporting calculations)?
4. From the reclamation plan map, it appears that no outlet has been ~ 8~~1
provided for drainage in the Phase III area. Please explain how
drainage from this area will be handled.
5. We recommend that you consider incorporating several small ponds or
other permanent impoundments as part of your final reclamation plan. a~ ~/z1
This would greatly enhance the post-mining utility of the property as
rangeland.
6. We recommend that you include two additional species in the proposed ok 8/z!
seed mix: a) snowberry, to re-establish the stands as recommended by
the Division of Wildlife; and b) fringed sage, to help insure rapid
establishment of protective vegetative cover.
7. We forsee difficulties in redistributing topsoil on the site at a 3" ~ g/z!
depth. We recommend salvaging a layer containing all available topsoil
mixed with sufficient B 8 C horizon overburden material to allow
redistribution of a 12" layer prrior to reseeding. -~~~-
Water Information (Exhibit G) -
1. Reference is made to a haul road crossing of Willow Creek approximately -
one-half mile east of Ridge Road, which is designed fora five-year
peak flflvt. Given the extended duration of proposed mining operations - --
at this site, we recommend that this crossing be designed to convey the ck
discharge from a ten-year, 24-hour storm. What is the peak discharge a~zz °
from the design storm event? Tributary basin area? What culvert
type/size will be used? Please provide details of the design and-
_ - supporting computations. -
- 2. One or more wells are to.be_constructed for use on-site. Have permits
been applied for? What are the expected raw water/consumptive use ok ~/z~
requirements of the operation? Is non-tributary ground water to be
- -used, or are water rights to be used to augment diversions of tributary
ground water?
-2-
