SENECA II MINE <br />TAB 9 <br />ATTACHMENT 9-4 <br />TOPSOIL BALANCE <br />August 1986 <br />This topsoil balance plan is submitted in response to the Division's <br />adequacy comments pertaining to the Seneca II Mine Permit Renewal <br />submittal. The biennial topsoil balance is also a monitoring <br />requirement contained in the Wolf Creek Permit Revision. <br />Historical Overview <br />Three detailed topsoil balances were previously completed for the Seneca <br />II Mine. The first, completed in October 1980, was included as part of <br />the initial permit submittal (SMP No. C-005-80, Volume IV, Tab 9, <br />Attachment 9-1). It was estimated from the 1980 balance that • <br />approximately 1.4 feet (15-18 inches) of highly suitable topsoi] would <br />be replaced over graded spoil during the life-of-mine operation. A <br />second topsoil balance was subsequently finished in May 1984 for the <br />Wolf Creek revision submittal. The May 1984 balance indicated that <br />about 1.1 feet (12-15 inches) of topsoil would be replaced over graded <br />spoil during the life-of-mine operation. Lastly, a third topsoil <br />balance was performed in July 1984 to compensate for topsoil salvage <br />depth adjustments in the Wadge mining area. The estimated replacement <br />depth of suitable topsoil was revised to 1.0 feet (12.1 inches) for the <br />life-of-mine operation. <br />Stockpiled Topsoil Reserves <br />All existing topsoil stockpile locations (13 total) are shown on the <br />enclosed Topsoil Balance Plan, Exhibit 9-3. There has been no change <br />since October 1983 in the volume of topsoil at nine stockpile locations • <br />(A, C, E, F, 0, P, Q, T and X). Additional topsoil has been added to <br />stockpiles Z and HH since completing the July 1984 balance. Topsoil has <br />9-28 Revised 10/01/86 li <br />
