Mountain Coal Company <br />West Elk Mine <br />RPE Shafts Project Plan <br />LAND USE <br />The present land use of the proposed project area is coal mining. No agricultural areas <br />exist in the vicinity. <br />Complete field investigations were previously completed for the development of the RPE <br />area. This information is presented in TR-90, TR-79 and Exhibit 70, Volume IOB. <br />Background environmental information pertaining to the land use of the area can be <br />found in this document and its appendices. <br />CULTURALItESOURCES <br />Complete field investigations were previously completed for the development of the RPE <br />area. The 12PE Slraft will be built on <br />previously disturbed lands within the mine area. <br />PROPOSED ACCESS ROUTES <br />A small light-use road will be required to gain access to the 1tPE slrafi pad site. The light- <br />use road branches off from existing mine roads to the 1tPE. The road will be <br />approximately 24 feet wide, 12 feet of driving area, 6 feet for berm area and 6 feet for the <br />drainage channel area. <br />Attached to this report are SEDCAD analyses for the drainage ditch (DCW 8A and 8B), <br />riprap and culvert sizing, completed by Greystone Consultants. The ditch will run against <br />the south hillside and convey the water west into Sylvester Gulch through a 24-inch <br />culvert. The ditch will be lined with riprap with a D50 of 9-inches. <br />PRE-CONSTRUCTION ACTIVITIES <br />Constmction activities will be supervised by a project representative of MCC. A copy of <br />the approved pemrit documents will be available from the company project representative <br />for inspection. Any significant changes proposed after permit approval would be <br />reviewed with the appropriate regulatory agencies before changes take effect. <br />Staging areas to be used by the construction contractor will be on previously disturbed <br />lands withrin the mine site, most likely in the RPE area. <br />Roads utilized in the project will be maintained with water bars and appropriate <br />sedimentation controls as required. A D9 bulldozer or its equivalent may be used to <br />prepare the road for travel and assist in mobilizing the construction equipment to the site. <br />Additional equipment expected to be used in opening, maintaining, and reclamation may <br />include arubber-tired backhce, rubber-tired grader, roller compactor and attack-mounted <br />excavator. <br />TR-105 Page 6 of 12 <br />
