Mountain Coal Company <br />West Elk Mine <br />RPE Shafts Project Plan <br />The two monitoring holes will be drilled using air, removing the need for a mudpit as no <br />mud slurry will be produced. All cuttings resulting finm the drilling activities will be <br />disposed of in the RPE ponds. The holes will be 9 5/8-inches cased and be permanent <br />features. They will serve as standby monitoring holes and emergency injection holes for <br />water and CO2. Sealing of these monitoring holes will not be finalized until currently on- <br />going mine water evaluations are completed, as the monitoring holes may be utilized for <br />mine water discharge. <br />Concrete for the shaft collaz will likely be hauled from Paonia using State Highway 133. <br />Current estimates are that approximately 650 cubic yards of concrete may be required for <br />this project. <br />Upon abandonment the shaft will be capped with concrete and steel structure below <br />ground surface. Final seal design will be submitted prior to mine closure, as they will be <br />designed in reference to on-going mine water discharge evaluations. Backfill material <br />will be used to cover the cap. The shaft collar will be removetL Regrading to blend with <br />final topography of the RPE will occur; if needed this surface will be scarified; the stored <br />topsoil spread; and the disturbance fertilized (20-5-5, minimum N-P-K) and seeded using <br />the CDMG reclamation seed mix. Straw mulching (certified weed-fi~ee draw) will be <br />used as needed to facilitate reclamation <br />SURFACE TOPOGRAPHY <br />The surface elevation of the proposed RPE Sha$ is approximately 6,190 ft. Complete <br />field investigations were previously completed for the development of the RPE area This <br />information is presented in Technical Revision (TR) 90, TR-79 and Eachibit 70, Volume <br />IOB.
