Mountain Coal Company <br />West Ells Mine <br />RPE Shafts Project Plan <br />MCC has reviewed, and will comply with, all applicable requirements of 30 CFR <br />815.15 and the Colorado Mined Land Reclamation Regulations stated in C.RS. <br />34-33-101. <br />2. Install casing and blowout preventers in drill holes in known oil, gas, and <br />geothermal areas. <br />Both the raise bore and raise bore/slashing construction methods will utilize the <br />mine ventilation system to provide clean air to the working face, and the existing <br />mine methane monitoring network will be used to assure worker safety during <br />construction. <br />The continuously cored hole and the open-augured holes installed to characterize <br />subsurface conditions will be drilled in accordance with generally accepted <br />procedure for this type of drilling activity, which will include use of blowout <br />preventers as needed <br />3. Drill hole plugging requirements. <br />The bottom 50-feet of the 4-inch continuously cored hole will be plugged with <br />cementatious grout to prevent water from entering the mine during the period <br />following data collection (2006 construction season) and actual RPE Shaft <br />construction (2006 construction season). This hole will be capped and may be <br />used as a monitoring well until it is removed by each of the shaft's construction <br />activities. <br />Drill hole plugging will not be needed for the open-augured holes because these <br />holes are not cased and will self~ollapse. Lf necessary, bentonite will be used to <br />plug these holes, although this is not expected. <br />4. Retention of drill logs by applicant. <br />MCC will retain is its files all drill logs and will make them available for <br />inspection by any authorized officer. MCC may conduct geophysical logging <br />and/ or collect core from this project. <br />5. Utilizing drill holes as water monitoring wells. <br />MCC does not anticipate encountering any significant aquifers during this drilling <br />program. However the 4-inch continuously cored holes will be capped and <br />retained as monitoring wells until removed by the shaft construction activities. <br />6. Maps of Project Area <br />A map of the proposed project area at a scale of 1" = 2000'showing existing and <br />anticipated access and ventilation shaft pad location, surface ownership, property <br />boundaries, and lease boundaries is attached (Map 6'n. <br />TR-105 Page 11 of 12 <br />
