Mountain Coal Company <br />West Elk Mine <br />RPE Shafts Project Plan <br />provided because the future mining plans are somewhat variable and driven by unknown <br />market conditions. The shaft and monitonuig/emergency standby holes will be utilized <br />during the remaining life-of--mine. <br />• Upon completion of each phase of reclamation activity at the project site, <br />all debris, trash, and equipment will be removed. <br />• A backhoe and a bulldozer will redistribute material on and around the <br />shaft pad to achieve as closely as practicable the contour needed to blend <br />the site into the final RFP configuration. The area will then be ripped or <br />scarified. <br />• Stored topsoil will be distributed as evenly as possible over the disturbed <br />shaft pad area. <br />• The entire shaft pad area will be re-seeded at final reclamation using the <br />CDMG permanent reclamation seed mix. <br />• The shaft pad disturbed area will be fertilized (20-5-5, minimum NPK), <br />seeded with the approved seed mix, and mulched (certified weed-free <br />straw). <br />• The shaft pad reclamation procedure outlined above will apply only to <br />those areas newly disturbed for this proposed project. <br />• Because of the raise bore or raise bore/slashing method of construction, <br />any coal recovered incidentally to this project will be incorporated into the <br />appropriate material streams. <br />ANTICIPATED SCHEDULE <br />To accommodate both the investigation (200b) and conslruction (2006) work, approval of <br />the project is needed from the Division in March of 2006. <br />Based on current mining plans, construction of these shafts must occur in 2006 to support <br />the mine advancement. Duration of use for the RPE Shaft and monitormgJemergency <br />standby holes is estimated to be throughout the remaining life of the mine. <br />MEASURES TO BE USED TO COMPLY WITH PERFORMANCE STANDARDS <br />FOR THE PROJECT (43 CFR 3484.1(a). 30 CFR 815.15, and Colorado Division of <br />Minerals and Geolopx Rules and Re ations) <br />1.
