creation, stream channel stabilization, or stream channel reclamation as specified in any required
COE Permit will need to be incorporated into the mining and reclamation plan for the Mamm
Creek Sand & Gravel Pit. If such permit is required by the COE and is not yet completed or
approved, the applicant may commit to incorporating the contents of such COE permit into the
mining and reclamation plan via a permit moditication after such COE approval is secured.
20. The applicant states that the basic revegetation concept is to seed similar vegetation types
(such as cottonwoods, willows, and shrubs with grasses) to those that presently occur in the
mining areas. In conformance with Rule 6.4.5(1), the applicant will need to provide a specific
plan for reestablishment ofwoody vegetation, ie: riparian trees &/or shrubs. The plan will need
[o include meh[od(s) to be employed; size, numbers, and/or woody stem density to be established
during reclamation; and success standazds to be used to evaluate reclamation success of such
woody vegetation. (Seeding does not appear to be a viable or desirable method for
reestablishment of such woody vegetation).
21. The applicant specifies that in disturbed areas where wetlands will be created, a depression
will be created with a bottom that is from 12" to 24" below the expected water elevation in the
wetland area, and that the grade for the bottom of the depression is to be set 12" to 24" below the
wetland water elevations that existed prior to being disturbed by mining. Accordingly, the
applicant will need to provide or commit to providing baseline survey results for the water
elevations of existing wetlands that will be removed by mining. The requested baseline survey
information will need to be collected and submitted to the Division for incorporation into the
reclamation plan prior to disturbance of such wetland areas.
22. The applicant indicates that the RRA will be reclaimed as a backwater area if the main river
channel does not inundate the azea first, and that the assumed water elevation of the backwater
area is 5332. Prior to disturbance in the RRA area, the applicant will need to provide
representative baseline cross-sectional surveys which include the undisturbed elevations of the
RRA area. The applicant will need to also define the time of year when the surveys aze
completed and define the elevations to be achieved if the area is reclaimed to a backwater azea.
Also, the applicant will need to discuss with the Division an acceptable number of cross sections
to adequately represent the baseline conditions of the RRA.
RULE 6.4.7 EXHIBIT G • Water Information
23. The applicant will need to provide a map which clearly shows the following information:
permit boundary, affected land boundary, excavation areas, limits of the I00-year floodplain for
the Colorado River, limits of the "floodway" of the Colorado River, the "true" channel of the
Colorado River from north high bank to south high bank.
24. In accordance with Rule 6.4.7(2)(a), please provide a revised Exhibit C-Mining Plan Map to
show the location of all registered wells within 600 feet of the permit area and any tributary
water courses, springs, stock water ponds, reservoirs, and ditches on the affected land and on
adjacent lands where such structures may be affected by the proposed mining operation.
