<br />13. The applicant indicates that the mine plan contains two (2) areas labeled as future mining on <br />the Snyder property. Prior to a Division recommendation of approval, [he applicant will need to <br />demonstrate or complete one of the following: A) provide a water budget for operational needs <br />on such areas, provide a demonstration or commitment to obtain adequate water rights and <br />necessary approvals from the Office of the State Engineer (OSE) for such needs, and provide a <br />reclamation cost estimate for reclamation of disturbances in such azeas. or B) provide a <br />commitment to submittal and securing approval of a permit modification prior to disturbance in <br />the Snyder property azeas that will demonstrate compliance with all applicable OSE and DMG <br />requirements. <br />]4. The applicant states that the stratum of interest is the sand and gravel deposits adjacent to the <br />Colorado River and that the sand and gravel thickness is expected to range from 10 to 25 feet. <br />The applicant also states that an intermediate bench will be used in the West End Pit because the <br />depth of the pit from the crest to the toe of the highwall exceeds thirty (30) feet. Please clarify <br />the total depth (or maximum depth) of deposit to be mined at the Mamm Creek Sand & Gravel <br />Pit. <br />15. Rule 3.1.6(1) requires that disturbances to the prevailing hydrologic balance of the affected <br />land and of the surrounding azea and to the quantity and quality of water in surface and <br />groundwater systems both during and after the mining operation and during reclamation shall be <br />minimized. Because the proposed mining operation will be located within an alluvial <br />groundwater rechazge zone (City of Rifle) and in an alluvial aquifer that is likely to be <br />hydrologically connected to domestic wells used by downstream water users, please provide a list <br />of potential contaminants that will either be used or stored on-site during mining and indicate <br />what measures will be employed in the event of a spill or leak, ie: fuel or BTEX compounds, <br />hydraulic fluid, oil, grease, degreasers, brake fluids, antifreeze, salt, etc. <br />16. In conformace with Rule 6.4.7(2)(c), the applicant will need to cleazly define how the water <br />managment system for the processing & wash plant will be designed, managed, and reclaimed. <br />17. In accordance with Rule 6.4.7(2)(c), the applicant will need to provide a statement or plan <br />showing how process water from the washing operation will be managed to protect against <br />pollution of the exposed groundwater and the downstream public water supply, ie: City of Rifle's <br />water intake structure. <br />RULE 6.4.5 EXHIBIT E -Reclamation Plan <br />18. The applicant states that in some azeas replacement wetlands will be created to replace the <br />majority of those disturbed by mining. Please clarify acreages) of the following: acres of <br />wetlands to be removed via mining, acres of wetland mitigation via reclamation, acres of created <br />wetlands via reclamation. (Acreages may be provided for the either the entire 308.36 permitted <br />acres, or for each cell to be mined). <br />19. Please indicate the status of any permits required by the U.S..4rrrty Corps of Engineers, such <br />as a 404 Permit or a Nationwide Permit.
