<br />6 <br />licensee and his surety: (a) to comply with the terms and conditions of the license, the <br />exploration plan, and the regulations and (b) to provide for the preservation of any permanent <br />improvements on the licensed lands. <br />Sec. 12. REVOCATION OF LICENSE--This license may be revoked for noncompliance <br />+cith the terms and conditions of the license, the approved exploration plan, or the regulations <br />after the licensee leas been notified of such violation and the licensee has failed to correct the <br />violation within the time specified in such notice. <br />Sec. 13. EQUAL OPPORTUNITY CLAUSE--This license is subject to the provisions of <br />Executive Order No. 11246 of September 24, 1965, as amended, which sets forth the <br />nondiscrimination clauses. A copy of [his order may be obtained from the issuing oftice. <br />Sec. 14. STIPULA"f1ONS--(a) Prior to surface disturbing activities, atl lands not previously <br />inventoried for cultural resources shall be surveyed in accordance with Sec. 6(a) of this <br />license. Two copies of the report for this survey shall be forwarded to the Little Snake <br />Resource Area Manager and upon approval, operations may proceed. <br />(b) All waste material shall be contained on site in a trash cage or other portable <br />container for disposal in a county approved landfill. No hazardous materials or hazardous <br />+vastes or trash shall be disposed of on lands under this license. if a release does occur, it <br />shall be reported to the Little Snake Resource Area Manager immediately. <br />(c) Tltere shall be no operations between December 1 and April 30 to avoid <br />disturbance to wintering mule deer and elk if severe winter conditions exist. If severe winter <br />conditions do not exist, this restriction may be waived by [he authorized officer if requested <br />by the licensee. <br />l1) Drilling may be allowed under a waiver with the understanding that when <br />+vinter conditions are determined to be severe, all drilling must cease until conditions <br />moderate. Determination of severe winter conditions shall be made by the Little Snake <br />Resource Area Manager in consultation with the Colorado Division of Wildlife, (CDOW). <br />When the determination has been made that severe winter conditions exist, the authorized <br />officer shall notify the licensee that no new drilling starts shall be allowed and all on-going <br />operations shall cease no later than 5 days from the date of notification. Drilling shall be <br />allowed to resume when BLM and CDOW determine conditions are moderate and big game <br />are no longer in danger. <br />(d) Tliere shall be no operations conducted on the following described lands from <br />November 16 to April 30 to protect nesting or wintering bald eagles: <br />T. 6 N., R. 91 W., 6th P. M. <br />sec. 19, lots 6, and 7; <br />sec. 30, lots ~, and 6. <br />
