been conducted, as well as detailed environmental inventories. <br />Access by the public to the Colony lands in the Parachute Creek <br />Valley has been restricted by a guard station and fencing for <br />the past ten years. <br />Due to the rugged terrain, there is no direct public access between <br />the valley portions of the Dow West property and the upland areas. <br />Colony does have a four-wheel drive road to the plateau for servicing <br />of air and water monitoring equipment. Because of the restricted <br />access to the property, public hunting is limited in those areas. <br />No other recreational use of the property has been allowed. Colony <br />has leased the upland portions of the property for livestock grazing <br />and hunting is controlled by the lessees in those areas. <br />The mining operation on the Dow West property is consistent with <br />Garfield County's master plan, zoning and subdivision rules and <br />regulations. The land is not within any natural park system, <br />• natural wilderness preservation system, wild or scenic river <br />system, or any national or state recreational site. It is also <br />not located within any state reservation established under Article <br />7, Title 29 of the Colorado Revised Statutes or in any recreation <br />district established by Article 2, Title 32 of the Colorado Revised <br />Statutes. <br />Grand Valley Facilities <br />In addition to the facilities located on the Dow West property, <br />other structures will be built which are related to the pcoject. <br />These include a water intake facility and terminal facilities <br />near Grand Valley, Colorado. <br />The Grand Valley facilities will be located adjacent to the town <br />of Grand Valley.
