Land Surrounding the Dow West Property <br />In general, the terrain surrounding the Dow West property is <br />indistinguishable from that of the property itself. Uniform <br />rolling ridges and parallel valleys to the north and deeply eroded <br />valleys with high escarpments to the south predominate the landscape <br />within a radius of 10 miles. The lands immediately adjacent to <br />the Dow property are owned in substantial part by the United <br />States government and Union Oil Company. In the recent past, <br />these lands have been used for the experimentation and development <br />of oil shale mining and processing technology. The Naval Oil <br />Shale Reserves Nos. 1 and 3, including the Anvil Points mine <br />and surface facilities, as well as the Union Oil demonstration <br />project, are both nearby. The C-b lease and project facilities <br />are located some 14 miles north and west of the property. <br />The lands owned by the Federal government, which make up the <br />• majority of property in the region, are primarily administered <br />by the Bureau of Land Management (BLM). They have been the subject <br />of intensive resource and environmental study in connection with <br />a variety of oil shale development programs and energy policy <br />studies. BLM's comprehensive land use plans for the area, which <br />have been promulgated under the BLM Management Framework Planning <br />process, are being revised under the Federal Land Policy and <br />Management Act of 1976. Attempts are being made to integrate <br />that planning policy with a multiple use one which includes explo- <br />ration for minerals, oil and gas leasing, grazing leases, seasonal <br />hunting use, watershed protection and timber values. The nearest <br />proposed Federal wilderness study area is located approximately <br />15 miles east of the Dow property along the Rifle Hogback. This <br />area contains significant coal reserves. The nearest existing <br />wilderness area is the Flat Tops Wilderness about 50 miles east <br />of the property. The Dinosaur National Monument is located about <br />60 miles northwest of the plant location. <br /> <br />E-S <br />
