Revised 1/11/80
Section 816.72 Continued.
1
Prior to commencement of mining activities in the C-16284
lease area in April 1979, a change in the location of the
box cut was made to reflect concerns having to do with
safety that became apparent after the issuance of the
permit. These safety considerations were related to the
geological structure and to ground water. Specifically,
the C-16284 lease is on the east flank of an anticlinal
feature in which the dip steepens dramatically the fur-
ther down dip observations are made. For example, at the
location of the final cut as permitted, the dip is 10
percent; at the location of the box cut as permitted, the
dip is 16 percent; and at the location of the box cut as
• ~ excavated (see Map 1, Mines 1 and 2), the dip is 13 per-
cent (Map 7).
Due to this unexpected geologic configuration, it became
impossible to excavate the box cut in its permitted loca-
tion. To extract the coal requires that machines and men
work in the bottom of the pit. On dips of 11 and 12 per-
cent adjacent (immediately to the north) to the 16284,
Energy Fuels abandoned coal removal activities in Febru-
ary and March 1979 beause of massive spoil slides, floor
•
816-99(a)
