Revised 1/11/80 <br />Section 816.72 Continued. <br />1 <br />Prior to commencement of mining activities in the C-16284 <br />lease area in April 1979, a change in the location of the <br />box cut was made to reflect concerns having to do with <br />safety that became apparent after the issuance of the <br />permit. These safety considerations were related to the <br />geological structure and to ground water. Specifically, <br />the C-16284 lease is on the east flank of an anticlinal <br />feature in which the dip steepens dramatically the fur- <br />ther down dip observations are made. For example, at the <br />location of the final cut as permitted, the dip is 10 <br />percent; at the location of the box cut as permitted, the <br />dip is 16 percent; and at the location of the box cut as <br />• ~ excavated (see Map 1, Mines 1 and 2), the dip is 13 per- <br />cent (Map 7). <br />Due to this unexpected geologic configuration, it became <br />impossible to excavate the box cut in its permitted loca- <br />tion. To extract the coal requires that machines and men <br />work in the bottom of the pit. On dips of 11 and 12 per- <br />cent adjacent (immediately to the north) to the 16284, <br />Energy Fuels abandoned coal removal activities in Febru- <br />ary and March 1979 beause of massive spoil slides, floor <br />• <br />816-99(a) <br />
