Section 816.65 (1) Continued.
• number of blast holes per delay exists in various areas for coal
and overburden blasts. Blasting Pattern Alteration (Coal) (Map 39)
and Blasting Pattern Alteration (Overburden) (Map 40) represents
the allowable limits for blast holes per delay using explosive
weights calculated by use of the formula contained in paragraph
(1)(1) of 30 CFR 816.65 for dwellings within the vicinity of the
lease area. When deviation from the number of holes per delay,
as shown in Blasting Pattern Alteration (Coal) (Piap 39), and
Blasting Pattern Alteration (Overburden), (Piap 40) occurs, a
seismograph will be utilized at the nearest dwelling to assure the
maximum peak particle velocity does not exceed 1-inch-per-second.
Section 616.67 Use of explosives: Seismographic measurements.
(a) YJhere a seismograph is used to monitor the velocity of ground
motion and the peak particle velocity limit of 1 inch per second is not
• exceeded, the equation in Section 616.65 (1) need not be used. If that
equation is not used by the person conducting the surface mining activ-
ites, a seismograph record shall be obtained for each shot.
Energy Fuels will use the explosive equation of paragraph (1)(1) in
Section 816.65 to limit the number of blast holes per delay such
that the peak particle velocity limit of 1 inch per second is not
exceeded. When deviation from the number of holes per delay, as
calculated by the referenced equation, occurs or upon request
from the regulatory authorities a seismograph will be utilized to
assure compliance.
(b) The use of a modified ecuation to determine maximum weight of
explosives per delay for blasting operations at a particular site, may
be approved by the regulatory authorit}~, on receipt of a petition
accompanied by reports including seismograph records of test blasting on
the site. In no case shall the regulatory authority approve the use of
•
816-84
