Blasting Pattern Alteration (Coal) (Map 39) <br />and Blasting Pattern Alteration (Overburden) (Map 40) represents <br />the allowable limits for blast holes per delay using explosive <br />weights calculated by use of the formula contained in paragraph <br />(1)(1) of 30 CFR 816.65 for dwellings within the vicinity of the <br />lease area. When deviation from the number of holes per delay, <br />as shown in Blasting Pattern Alteration (Coal) (Piap 39), and <br />Blasting Pattern Alteration (Overburden), (Piap 40) occurs, a <br />seismograph will be utilized at the nearest dwelling to assure the <br />maximum peak particle velocity does not exceed 1-inch-per-second. <br />Section 616.67 Use of explosives: Seismographic measurements. <br />(a) YJhere a seismograph is used to monitor the velocity of ground <br />motion and the peak particle velocity limit of 1 inch per second is not <br />• exceeded, the equation in Section 616.65 (1) need not be used. If that <br />equation is not used by the person conducting the surface mining activ- <br />ites, a seismograph record shall be obtained for each shot. <br />Energy Fuels will use the explosive equation of paragraph (1)(1) in <br />Section 816.65 to limit the number of blast holes per delay such <br />that the peak particle velocity limit of 1 inch per second is not <br />exceeded. When deviation from the number of holes per delay, as <br />calculated by the referenced equation, occurs or upon request <br />from the regulatory authorities a seismograph will be utilized to <br />assure compliance. <br />(b) The use of a modified ecuation to determine maximum weight of <br />explosives per delay for blasting operations at a particular site, may <br />be approved by the regulatory authorit}~, on receipt of a petition <br />accompanied by reports including seismograph records of test blasting on <br />the site.
