Section 816.65 (f) Continued. <br />• (g) Flyrock, including blasted material traveling along the ground, <br />shall not be cast from the blasting vicinity more than half the distance <br />to the nearest dwelling or other occupied structure and in no case <br />beyond the line of property owned or leased by the permittee, or beyond <br />the area of regulated access required under paragraph (d) of this <br />Section. <br />Energy Fuels will ensure that flyrock, including blasted <br />material traveling along the ground, will not be cast from the <br />blasting vicinity more than half the distance to the nearest <br />dwelling or other occupied structure and in no case beyond the line <br />of property owned or leased by Energy Fuels or beyond the area <br />regulated access required under paragraph (d) of Section 816.65. <br />Past experience of blasting at Energy Fuels has shown that flyrock <br />from overburden and coal blasts have not been a problem and have <br />• conformed to paragraph (g) of 30 CFR 816.65. Proper use of delay <br />patterns, combined with low powder factors and adequate use of <br />stemming will be employed by Energy Fuels in conducting blasting <br />operations to control flyrock. <br />(h) Blasting shall be conducted to prevent injury to persons, damage to <br />public or private property outside the permit area, adverse impacts on <br />any underground mine, and change in the course, channel, or availabilit}> <br />of ground or surface Ovaters outside the permit area. <br />Blasting within the mine plan area will be conducted to prevent <br />injury to persons, damage to public or private property outside the <br />permit area.
