By leaving a portion of the final cut in front <br />of the shop facility open for possible use as a portal area <br />for a substantial quantity of underground coal reserves, the <br />need to redisturb the areas by reopening the cut for access <br />to the coal seam will be eliminated. Additional discussion <br />concerning the portal area is presented under Section <br />780.18 (b) (3). <br />Energy Fuels will mine the Lennox Coal Seam if it proves <br />to be economically extractable and marketable. The permanent <br />spoil stockpiles will have no impact on recovery of Lennox <br />since the Lennox thins out (See P1ap 55, Eckman Park Wadge <br />and Lennox Seam Isopachs) and becomes very deep (See tiap <br />• No. 8, Eckman Park Geology). Similarly, the T9adge seam be- <br />comes very deep under the stockpiles. Energy Fuels met with <br />USGS in December, 1979, to discuss this very issue and e.n- <br />ticipates no problem from USGS with regard to placement of <br />the stockpiles. <br />Section 816.61 Use of explosives: General Regi;irements. <br />(a) Each person who conducts surface mining activities shall <br />comply with all applicable State and Federal laws in the use: <br />of explosives. <br />Energy Fuels will comply with all applicable State <br />and Federal laws in their use of explosives. <br />(b) Blasts that use more than 5 pounds of explosive or blast- <br />ing agent shall be conducted according to the schedule re- <br />• auired by Section 816.64. <br />516-70 (a) <br />
