Section 816.59 Continued. <br /> <br />Energy Fuels strives to recover all coal feasible in any lease <br />area. By leaving a portion of the final cut in front of the shop <br />facility open for possible use as a portal area for a substantial <br />quantity of underground coal reserves, the need to redisturb the <br />area by reopening the cut for access to the coal seam will be <br />eliminated. Additional discussion concerning the portal area is <br />presented under Section 780.18 (b) (3). <br />Section 816.61 Use of explosives: General Requirements. <br />(a) Each person who conducts surface mining activities shall comply <br />with all applicable State and Federal laws in the use of explosives. <br />Energy Fuels will comply with all applicable State and Federal laws <br />in their use of explosives. <br />• (b) Blasts that use more than 5 pounds of explosive or blasting agent <br />i <br />shall be conducted according to the schedule required by Section 816.64. <br />Energy Fuels will conduct all blasts that use more than 5 pounds of <br />explosive or blasting agent according to the schedule required by <br />Section 816.64, Public Notice of Blasting Schedule. <br />(c) All blasting operations shall be conducted by experienced, trained, <br />and competent persons who understand the hazards involved. Each person <br />responsible for blasting operations shall possess a valid certification <br />as required by 30 CFR 850. <br />All blasting operations of Energy Fuels will be conducted by <br />experienced, trained, and competent persons who understand the <br />hazards involved.
