2. TOPSOIL REPLACEMENT <br />All azeas regraded to fmaI grade (except the staging azea) will be ripped, disced or chisel plowed to <br />a depth of 12" prior to topsoil or substitute topsoil placement. Topsoil or substitute soil will only be <br />placed using small dozers to prevent compaction during placement. <br />Since almost the entire site has been previously disturbed, very little topsoil is available for salvag- <br />ing. As described in the Mining Plan, approximately 6023 cy of soil is available from the Phase 3 <br />mining azea below Trench #2. It will be salvaged prior to the mining of Phase 3 and will be directly <br />placed on the Phase 2 slopes prior to seeding. This topsoil will provide a planting medium of a min- <br />imum of 6" depth over approximately 7.5 acres. <br />No topsoil will be placed on the staging area because none is available from the site and the post- <br />mining use of this area is industriallcommercial. It will have been covered with a minimum of 2.8' <br />of clean fine overburden from Phase 1 prior to the start of mining activity. It will also be covered <br />with 4-6" of road base or pit run gravel prior to mining and will be left in this condition for indus- <br />trial use. All other reclaimed azeas within 5 feet of the expected lake water level and above will re- <br />ceive aminimum of 12" of fine material from processing that will be amended with mulch and fer- <br />tilizer to produce a plant cover. Phase 1 will be completed immediately after mining of the Phase. <br />Phase 2 will be completed as soon as the overburden and topsoil from Phase 3 is stripped and <br />placed with supplemental processing fines. Phase 3 will be completed at the end of mining. <br />All topsoil and substitute topsoil (processing fines) will be tested in a laboratory and appropriate <br />fertilizer and possible other soil amendments will be determined. These recommendations will be <br />followed prior to seeding of the reclaimed azeas. Immediately prior to seeding, the prepazed sur- <br />faces will be lightly harrowed or disced. <br />3. REVEGETATION <br />The dryland areas above the water influence of the lake will be harrowed and broadcast seeded with <br />a mix consisting of the following in order to control erosion: <br />Alkali Sacaton @ 6.0 lbs/acre <br />Gilsonite Pit 9/03 28 <br />
