6 <br />4.08.4 Surface Blasting Requirements <br />• 4.08.4(1) <br />Blasting must be limited to the hours between sunrise and sunset unless <br />otherwise approved by regulatory authorities. The application should state <br />intended conformance with this requirement or apply for a variance. <br />4.08.4(6)(a) <br />The applicant must demonstrate compliance caith limitations for airblast, as <br />outlined in this section of the Colorado Permanent Regulatory Program. <br />4.05.5 Blasting Records <br />The applicant must include in the blasting record information on the maximum <br />number of holes per delay for each blasting event. <br />4.08.6 Seismographic Measurements <br />Not applicable. Applicant has stated on page 48 that the equation of <br />4.08.5(10)(b)(i) will be used to limit ground vibration and peak particle <br />velocity. <br />4.09 Disposal of Excess Spoil and Underground Development Waste <br />• 4.09.1 General Requirement <br />4.09.1(7) <br />The following comments were prepared by our staff geotechnical scientist, Jim <br />Pendleton: <br />Wyoming Fuel's permanent program permit application presents a simplistic <br />nomographic evaluation of the slope stability of their overburden spoil pile. <br />Their analysis utilizes a technique developed by Donald F. Coates for the <br />Canadian Department of Energy, Mines and Resources in 1970, with which I am ' <br />not familiar. The technique appears to be similar to nomographic analytical <br />techniques with which I am familiar. Such techniques tend to be gross, <br />necessitating conservatism in interpretation of results. <br />Wyoming Fuels' analysis does not include materials testing results. Material <br />strength parameters have been estimated by the operator in completing the <br />evaluation. The company believes their assumed strength values to be "con- <br />servative". However, thorough materials strength testing has been completed <br />by other operators within the North Park coal province. The following table <br />presents a comparison of the data developed by other operators and the <br />assumptions made by Wyoming Fuels. <br /> <br />
