5 <br />• 4.05 Hydrologic Balance <br />4.05.6 Sediment Ponds <br />Many of the requirements of 4.05.6 have not been addressed in the Pond 1 <br />design. WF must provide estimated sediment yields, 10-year, 24-hour <br />storage volume, and 25-year 24-hour peak flows. The elevation of the <br />water surface of the pond during passage of the 25-year event should be <br />shown on the drawing. This elevation should also be determined and shown <br />on the Pond 4 drawing. The elevation.rofthe sediment cleanout volume <br />should be determined and shown on the drawings of the two ponds. <br />All pond drawings must bear the seal and signature of a registered pro- <br />fessional engineer. <br />4.05.6(3)(b) <br />As sediment generation is highly variable from year to year, the Division <br />requests a maintenance schedule which is based upon accumulated sediment. <br />Wyoming Fuels should provide a statement that sediment cleanout will occur <br />when 60% of the sediment storage volume is filled, show the elevation on the <br />pond drawings, and provide a marker in the pond showing this elevation for <br />inspection and maintenance purposes. <br />4.05.6(3)(b) <br />• The Division prefers the incorporation of automatic dewatering devices in <br />new pond designs. We are concerned that manual devices require the continued <br />maintenance by an individual to operate properly and are, therefore, susceptible <br />to human error. The Division will accept the pond design as given if the gate <br />is left open one inch at all times. <br />4.08 Use of Explosives <br />' 4.08.2 Pre-blasting Survey <br />~.r <br />The M & T well may qualify for a pre-blast survey. Wyoming Fuels must provide <br />such a survey if requested. <br />4.08.3 Public Notice of Blasting Schedule <br />4.08.3(1)(a) <br />The applicant should state that the initial blasting schedule will be distributed <br />to all appropriate individuals at least 10 days but not more than 20 days prior <br />to the beginning of the blasting program. <br />4.08.3(3) <br />The applicant should state that before blasting in areas or at times not in a <br />previously released schedule, or if them is a substantial pattern of non-adherence <br />to the published schedule, a revised schedule will be published and distributed. <br />
