This <br />should include, at a minimum, fertility status and major plant nutrients. <br />2.05.4(2)(d) <br />,j Please provide a more detailed plan of the program to be used for topsoil <br />removal and storage, including: the methods which will be used to indicate <br />to the scraper operator which horizons should be removed and salvaged; the <br />locations of topsoil stockpiles; and the specific seed mix(es) that will be <br />used to control erosion on the topsoil stockpiles. <br />2.05.4(2)(e)(vii) <br />Please provide a soil testing program for the evaluation of topsoil storage <br />and handling impacts as they relate topsoil standards for revegetation. This <br />should include, at a minimum, fertility status and major plant nutrients. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts <br />2.05.6(3)(b)(iii) <br />The surface water quality monitoring should occur during the snowmelt runoff <br />season and convective storm season. Quarterly monitoring is inappropriate for <br />ephemeral streams. Four samples should be obtained from snowmelt and rainfall- <br />caused runoff and discharge mould be measured at the same time. <br />• 2.06 Requirements for Permits for Special Categories of Mining <br />2.06.8 Surface Coal Mining and Reclamation Operations on Areas, or Adjacent <br />to Areas, Including Alluvial Valley Floors <br />Regarding Wyoming Fuels' request that the Division make a negative determination <br />on the existence of an alluvial valley floor in the North Fork of Bolton Draw, <br />more information is required to make that finding: <br />1. A map of the unconsolidated alluvium, Unit 8, should be prepared on a scale <br />of 1:6000 or larger showing: <br />A. Areas where the vegetation suggest subirrigation, and <br />B. Areas of alluvium containing streams. The applicant should be aware that <br />ephemeral and intermittant channels are included in the definition of streams. <br />As per the OSM guidelines, only channels three (3) feet in bankfull width <br />and 0.5 feet in bankfull depth need be mapped. <br />2. The acreage of areas containing a stream channel as defined above, alluvium, <br />and vegetation suggesting subirrigation should be estimated. <br />3. The applicant needs to discuss the regional irrigation practices on units of <br />equal or lesser size than the area determined in (2) above. <br />The applicant should contact the Division if clarification of any of the points <br />listed above is needed. <br />scng,i, - ~r~,~ <br />oii~', <br />
