• SOILS RESOURCE INFORMATION - RULE 2.04.9
No subsurface disturbance, other than that necessary for foundations,
will be undertaken by the Bear Coal Company along the North Fork of the
Gunnison River. Therefore, the Bear Coal Company merely proposes to
remove the upper 15 inches of topsoil material. This topsoil will be
stockpiled for use following the closure of the mining operation. The
subsoil material found in the area will not be disturbed because
structures and facilities will be located on the ground surface.
Unnecessary disturbance of the soil structure and integrity would occur
if the Bear Coal Company was to remove all available soil material.
Therefore, the Bear Coal Company will remove the upper amount of soil,
leaving the subsoil intact. Following mining activities, and prior to
soil replacement, the entire area will be scarified or ripped to
alleviate compaction, and the upper 15 inches of topsoil will be
respread onto the area.
• As explained in the application, the planned portal area has been
previously disturbed and no topsoil was salvaged. The Bear Coal
Company, in compliance with the request of the Division, took one sample
above the portals in the face-up cut, and the second sample on the bench
area. Results of the soils analyses are attached. The Bear Coal
Company will utilize existing topsoil suitability recommendations of the
Division to determine whether sediment in the pond can be used as
topsoil. If the material is found unsuitable, it will be hauled to a
nearby landfill or backfilled in the portals.
•
-34-
