Any necessary grading before topsoil placement will be done along the <br />• contour by dozers and motor graders unless safety of the operator and <br />equipment is impaired. The final surface grade will match the overall <br />approximate pre-mining grade. The proposed final surface configuration <br />is shown on the Post-Mining Topography Map (Map 2). <br />Topsoil Redistribution Plan <br />Prior to the reapplication of the topsoil, the area will be graded, <br />where necessary, along the contour and ripped or scarified to minimize <br />erosion, to assure stability and minimize slippage. The topsoil will be <br />applied in a uniform and stable thickness of approximately six inches. <br />Following reapplication of the topsoil and the final grading of that <br />material, the topsoil will be disced or harrowed with a chisel plow to <br />alleviate compaction caused by machinery. This treatment will promote <br />root penetration of the planted vegetation. <br />• Wind and water erosion will be controlled prior to seeding by leaving <br />the reapplied topsoil in a rough condition. The area will be seeded <br />after straw mulch has been applied. If the seed is drilled first <br />followed by the application and crimping of the mulch, then the seed <br />will be buried so deep that none of the seed will be able to grow. <br />Therefore, the entire retopsoiled area will be mulched as soon as <br />possible after it has been prepared for seeding. Immediately following <br />seeding, any slope areas will be treated with an erosion control blanket <br />or jute netting to reduce erosion potential and maintain site stability <br />until such time as the vegetation is sufficiently established. <br />Revegetation Plan. Following the retopsoiling of an area, straw mulch <br />at the rate of 2,000 pounds per acre will be blown onto the flat <br />surfaces while 4,000 pounds per acre of straw mulch will be used on <br />steeper areas. During the first normal period for planting after the <br />topsoil has been reapplied and the mulch spread, the actual seeding of <br />the area will take place. <br />r 1 <br />U <br />-26- <br />
