TOPSOIL REDISTRIBUTION - RULE 2.05.4(2)(d) <br />• <br />As indicated on the Reclamation Plan Map (Map 1) the area directly north <br />of the surface facilities and portal entries for Mine No. 1 is where the <br />North Fork of the Gunnison River will be relocated. This area consists <br />of approximately 1.15 acres of Breece Loam. Breece Loam serves as an <br />adequate soil to a depth of 60 inches. Bear Coal Company has made <br />arrangements with the Colorado Highway Department and ARCO to salvage <br />that topsoil before relocation of the river is undertaken. A volume of <br />9,260 cubic yards of soil material can be salvaged for reclamation of <br />the Bear Ne. 1 and 2 mine area. With the use of Breece Loam soil, <br />adequate soil will be available for covering the entire area to be <br />reclaimed with six (6) inches. Before removal of any of this material, <br />Bear Coal Company will have a sample analyzed by a qualified laboratory <br />for the following parameters: pH, tecture, SAR, and EC. Results of <br />this site-specific test will be submitted to the Division in the near <br />future. <br />• Distribution of topsoil on the steep slopes of the portal face-up areas <br />at Mines No. 1 and 2 will not be feasible by use of any equipment. <br />Topsoil will be spread throughout the area with a front-end loader in <br />combination with a small crawler tractor where the slopes are not <br />prohibitive for use of such equipment. In areas where topsoil <br />distribution is not feasible because of the steep slopes, a netting will <br />be tacked onto the existing face for stabilization of the seed bed. <br />More detail of the reclamation plans for the portal areas can be found <br />under the Reclamation Plan of this letter. <br />In recent discussions with ARCO, their representatives have indicated <br />construction o~f a fresh water pond may not be necessary and would only <br />be initiated upon approval by the Division. Therefore, Bear Coal <br />Company plans on completely reclaiming the shop and office facilities <br />area and not leaving an area for the fresh-water pond. <br />• <br />-~- <br />
