Doc Date:12/1112001 III IIIIIIIIIIIII III <br />• <br />S '~ 4.11 COAL PROCESSING WASTE <br />This section sets forth the performance standards for controlling <br />combustion for coal processing waste materials, returning waste materials <br />to underground workings, disposal of non-coal waste and construction <br />requirements for dams and embankments constructed of coal processing waste <br />or intended to impound coal processing waste materials. <br />4.11.1 BURNING <br />Coal processing waste materials disposed of at the Southfield Mine contain <br />a significant percentage of residual moisture and are compacted as <br />required by Section 4.10.4, Construction Requirements, in order to assure <br />that no coal processing waste fires occur in the refuse stockpile area. <br />Exhibit 9, Comparison of Refuse and Soil Suitabilities, presents data <br />• relative to the total combustible solids content for refuse generated from <br />the Southfield preparation plant. This report indicates that refuse <br />materials contain limited amounts of combustible solids and high <br />percentages of surface moisture, both of which preclude the likelihood of <br />fires occurring within Southfield refuse materials. Additionally, no <br />fires or spontaneous combustion have been observed at the Southfield coal <br />refuse disposal facility since its construction began in 1980. <br />In the unlikely event that a coal processing waste fire does occur, EFCI <br />will take immediate action to control and extinguish the fire. Only those <br />persons authorized by EFCI, who have an understanding of the procedures <br />to be used, will be involved in the fire control operations. <br />4.1].2 BURNED WASTE UTILIZATION <br />No coal processing waste fires have occurred at the Southfield coal refuse <br />disposal facility in the past nine (9) years. Given the methods of <br />. disposal outlined under Sections 2.05.3, Operation Plan -Mine Area, 4.10, <br />Coal Processing Waste Banks, and Exhibit 18, Geotechnical Investigations, <br />the potential for a coal processing waste fire is negligible. EFCI has <br />no current or future plans for removal of burned materials from the refuse <br />4.11-1 <br />
