• 6, TA8 and TA9. This road will continue to be maintained in accordance
with Rule 4.03.3 of the CMLRB Rules and Regulations.
As mentioned previously, road surfacing material salvaged from the
North and Lower Moffat Road (These were the only roads which had surfacing
materials placed upon them) will be redistributed on the West Ridge Road,
Skyline Road and at the upper facilities areas which are to be gravelled in
conjunction with the postmining land use.
Retainment of the listed roads in the proposed configurations
represents a reduction in the bonding costs originally associated with road
reclamation. This results as an additional 22.3 acres of roadways
originally intended to be reclaimed will not be realized. The bonding
reduction unit cost figures are taken from Section 4.8 and summarized
below:
Road Grading: 22.3 ac Ct $1,017.91/ac = $22,699.39
Revegetation:
Moffat 4.1 ac ~ $1,469.99/ac = $6,026.96
Other 18.2 ac ® $396.24/ac = 57,211.57
• Total $35,937.92
This reclamation cost reduction is offset by revised regulations which
became effective August 1, 1995 regarding the cost of removing unsuitable
road surfacing materials. These costs were not included in the original
bond cost calculations and are shown here to reflect the net effect
relative to the bonding costs. Again, using the unit costs and cycle times
for scrapers during topsoil replacement for Moffat shown in Section 4.8,
and using 2,420 yds' of material/ac (equals 18" depth of surface material):
Removal and disposal of 10.5 ac of road rock O $2817.12/ac = $29, 579.76
(acreage of roads to be reclaimed containing surface materials = 10.5 ac).
The Goat Trail (Profile II') will be regraded as much as practical,
however, it will not match the approximate original contour. This road is
on a very steep hillside

r,
L J
TR-35 3.5-6c July 21, 1997
