~ • <br />Exhibit C - Prc-mining and Minine Plan Mates <br />As noted above, there are several structures depicted on this map which may be located within easements, though <br />the easements are mostly not shown. Please ensure that all easements. [he names of the easement holders and <br />stmctures' owners are shown. <br />The San Luis Central Railroad and its easement are shown at the east end of dte proposed permitted area. The note <br />pertaining to the right-of--way (easement) states that it is "100 feet." Is that its total vvidth or a partial width <br />measured from the centerline? Does the rail line itself or any part of the easement lie on any part of the permit <br />area? Please clarify. <br />Similar questions exist for the 200-foot non-mining buffer for the power and phone line and natural gas line <br />crossing the proposed pennitted area. Is the 200-foot buffer defined as a setback distance between any nuning <br />disturbance and the nearest utility feature, or is it simply the full width of the buffer, or is it defined from a <br />centerline (or other feature) to an edge of the buffer? Please clarify. I will explore this further under Exhibit D <br />below. <br />An entry gate and road are shown on the north side of the area to be mined, apparently affording access to the site <br />from North Farm Road. A segment of this road is outside the proposed permit boundary, in the 200-foot setback. <br />Does this 200-foot segment of road currently exist? If the road does not exist and it is to be used for pit traffic, or if <br />it does exist but must be substantially upgraded for pit traffic, it must be included in the permitted acreage. Please <br />clarify. Also, please state whether there will be another permit area entrance or haul road (such as through the <br />ranch headquarters or near the proposed rail spur). <br />There are a couple of map symbols used which are not clear. One is located in the eastern 80 acres along the <br />natural drainageway, and possibly depicts wetlands or wooded areas. The other symbol also occurs along <br />drainageways but also occurs by itself, and may indicate ponds or wooded areas. These symbols are relevant <br />because they depict areas either within or downstream from the affected area. Please clarify. <br />The soil and vegetation map contains a few errors and omissions. There is no vegetation information shown, <br />though perhaps none is needed. Please review the requirement and provide any needed vegetation information, or <br />clarify if no such information is required. <br />The soil type delineations on the soil and vegetation map are incorrect. Your map delineates four soil types, though <br />in fact there are eight types present and clearly shown on my copy of the 1980 Rio Grande County Area soil survey. <br />One major type, San Arcacio loam, is not depicted though it covers almost 20 acres. Please revise the map to <br />include the corrected soil type delineations. I will mention incomplete soil type information below under Exhibit 1. <br />Exhibit D -Mining Plan <br />You have stated (in Exhibit E) that backsloping of the pit will be performed as excavation proceeds. I interpret this <br />to mean that the final reclamation gradient of 3: I (within the elevational limits defined by the water level) will be <br />created continually as the pit is excavated. I also interpret this to mean that the 3:1 gradient will be created on all <br />pond margins, regardless of whether the pond margins are ur their final locations or interim locations. Please <br />clarify this detail since it will greatly affect the bond amount. <br />There are several types of equipment which may be used for simply excavating the pit, even a wet pit. However, <br />since you stated that no devvatering will occur during mining or reclamation for [he final slope grading, the choices <br />of equipment to be used for establishing the fmal pond slope gradient are limited. Please clarify what will be used <br />for this task. <br />You stated drat the aggregate deposit [o be mined is 2~ to 30 feet deep, with bedrock underlying it. However, i[ is <br />not clear how deep you intend to mine. Please comment. <br />
