EXHIBIT C -MINING PLAN <br />lack, ]r. and Barbara Clark <br />Upper Animas Sand >kGravel -August 2005 <br />This mining plan will consist of removing gravel from a pit using a rubber <br />tired loader, an excavator, a dragline, and 10-wheeled dump trucks. The <br />program will start on the southern end of the 5.9-acre site and progress to the <br />north. The topsoil and willows will also be removed and stockpiled on the <br />southern, eastern, and northern sides of the site (Exhibit E) prior to mining in <br />each area. A settling pond will then be excavated near the southern boundary. <br />This settling pond will be constructed approximately 12 to 15 feet deep and will <br />be 60' X 200' with 3 to 1 side slopes. Once this settling area is established, any <br />waters disturbed by mining activities will be directed to this area and allowed to <br />infiltrate into the gravel bar. <br />Mining will be accomplished section by section. Each section will be 150 - <br />250 feet long, 50 - 75 feet wide, and 10 -15 feet deep with mined slopes of 3 <br />to 1. The gravel will be excavated and transported to the processing stockpile <br />area, which will be north and adjacent to the section of the pit currently being <br />mined. The processing and stockpile area will also start on the south end and <br />move to the north. The material will be crushed and segregated according to <br />size and composition for later removal. Each section will result in the removal of <br />5000 to 7000 yards of material. During the life of this mine, 12 to SS sections <br />will be excavated. The gravel removed from the pit will be allowed to drain at <br />the edge of the pit prior to processing and segregation. When completed, the pit <br />will be approximately 750' long by 225' wide and 15' deep. <br />It is expected that ground water will be encountered at a shallow depth. <br />Once ground water is encountered, an excavator and/or a dragline will be <br />employed to remove the gravel. The ground water will be contained within the <br />pit and not allowed to come into direct contact with the surface waters of the <br />Animas River. Drainage waters from the excavated gravel will either re-enter the <br />pit or will be directed to the settling pond. Storm water runoff will also be <br />directed to the settling pond and pit. <br />Activity at this site is expected to begin in September, 2005, and last for <br />10 to 15 years. <br />An access road into the proposed pit area already exists. This road runs <br />on the south side of the Clark shop and residence and through the existing <br />breach in the old railroad grade. This road is between 20 and 30 feet wide. <br />
