PART I <br />Page No. 7 <br />Permit No. COG-850000 <br />EFFLUENT LA1T7'ATIONS AND MONTT'ORING REQUIItEMENTS <br />2. Stormwater Manaeement Plan fSWNfPI <br />A Stormwater Management Plan (SWMP) shall be developed for the ponion of each facility covered by this section of <br />the permit. The SWMP shall be prepazed in accordance with good engineerine practices. (The plan need not be <br />completed by a registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect the <br />quality of stormwa[er discharges associated with the mining operation. In addition, the plan shall describe and ensure' <br />the implementation of but management practices (BlviPs) which will be used to reduce [he pollutanu in stormwa[er <br />discharges associated with mining activity. <br />Mining operations must implement the provisions of the SWMP required under this part as a condition of this <br />permit. The Division reserves the right to request and review the plans, and to require additional meaures to prevent <br />and control pollution, as needed. <br />The SWMP shall desctibe all areas [hat have not been preciously permitted, and which meet [he defitti[ion of a <br />seormwater discharge in 40 CFR 122.26. Examples of such areas are roads and railroad lines used for transportation to <br />and from the site, outslopes of ponds, inactive loadouts, sites used for storaee and maintenance of material handlin? <br />equipment, and areas granted small area exemptions. <br />a) SWMP Concenu <br />The SW,~IP shall include the following items, at a minimum: <br />1) Site Map <br />The plan shall provide a site map or maps which indicate, at a minimum: <br />- Minins site boundaries <br />- Access and haul roads <br />- Stormwa[er outfalls and an outline of the drainage area of each stotirtwa[er outfal] <br />- An estimate of [he direction of flow <br />- Materials handling areas <br />- Each existing structural control measure to reduce pollutants in stormwater runoff <br />- Areas used for storage or disposal of overburden, materials, soils or wastes, including tailings piles or <br />ponds <br />- Areas used for mineral milling and processing <br />- Springs, streams, wetlands and ocher surface waters <br />- Location of mine drainage or any ocher process water discharge points <br />- boundary of area that contributes nmoff ro outfalls that are subject to effluent limitations guidelines. <br />- Date the map was prepared <br />2) Description of Potential Pollutant SourceslMaterial Inventory <br />The plan shall provide a description of all potential sources (activities and materials) which may reasonably be <br />expected to add pollutants to stormwater discharges. Such sources may include haul roads, equipment storage <br />and maintenance areas, fuel storage areas, etc. <br />1o each case where stormwater pollution potential exists, appropriate preventive measures mtut be [afien and <br />documented. <br />
