PART 1
Page No. 9
Permit No. COG-8500(10
EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Monitoring Requirements (continued)
Oi] and Grease - In the event that an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed, and reported on the
appropriate DMR. In addition, corrective action shall be taken immediately to mitigate the discharge of oil and grease. A description of
the corrective action taken should be included with the DMR
Total Dissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. See specific facility certification
rationale to determine whether TDS monitoring is required.
Total phosphoms (as P) monitoring is required for facilities which discharge into the following drainage basins: Cheny Creek basin,
Chatfield Reservoir basin (i.e. upstream of the USGS gage at Waterton and on Plum Creek), Dillon Reservoir basin (i.e. Ten Mile Creek,
Snake River, Blue River, all tributaries to the Dillon reservoir), and Bear Creek basin. The Division also reserves the right to include
phosphorus monitoring for any receiving Waters that may later enter into phosphorus monitoring requirements. Ifphosphorus monitoring
is a requirement of the permit then it shall be included within the terms and conditions of the individual Certification Rationale of the
permit. Additional monitoring for phosphoms shall be included on the (DMR) and shall be subject to the permit's monitoring and
reporting requirements. Phosphorus sampling shall be on a quarterly basis, taken as a grab sample.
DEFINITIONS OF TERMS
1. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides
measurements.
2. "Daily Maximum limitation" means the ]imitation for this parameter shall be applied as an instantaneous maximum (or, for pH or DO,
instantaneous minimum) value. The instantaneous value is defined as the analytical result of any individual sample. DMR's shall include
the maximum (and/or minimum) of all instantaneous values within the calendar month. Any instantaneous value beyond the noted daily
maximum limitation for the indicated parameter shall be considered a violation of this permit.
3. "Grab" sample, is a single "dip and take" sample so as to be representative of the pazameter being monitored.
• "In-situ" measurement is defned as a single reading, observation or measurement taken in the field at the point of discharge.
5. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring facilities.
6. "New source" is generally defined as a coal mine (or major alteration to a coal mine) the construction of which commenced after May 4,
1984. See 40 CFR 434.11(j) for the complete defmiion.
7. "Quarterly measurement frequency" means samples maybe collected at any time during the calendar quarter if a continual dischazge
occurs. If the discharge is intemdttent, then samples shall be collected during the period that dischazge occurs.
8. "Settleable solids analytical procedure " is contained in 40 CFR 434.64. The method detection limit for measuring settleable solids under
this part shall be 0.4 ml/1.
9. "Thirty (30) day average" means the arithmetic mean of all samples collected during athirty-consecutive-day period. Thepemittee shall
report the appropriate mean of all self-monitoring sample data collected during the calendaz month on the Discharge Monitoring Repotu.
Samples shall not be used for more than one reporting period.
]0. "Total Metals" means the concentration of metals determined in an u~ltered sample following vigorous digestion (Section 4.1.3), or the
stun of the concentrations of metals in both the dissolved and suspended fractions, as descnbed in Manua] of Methods for Chemical
Analysis of Water and Wastes, U.S. Environmental Protection Agency, Mazch 1979, or its equivalent
11. "Visual" observation is observing the dischazge to check for the presence of a visible sheen or floating oil.
12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in
25-8-101 et al.
Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et sew.., the Colorado Discharge
't S stem Re¢ularions, (Regulation 6) - 5 CCR ] 002-6]) and other applicable regulations.
