<br />-3- <br />E) DESCRIPTION OF OBSERVED CHANGES OR FLUCTUATIONS IN GROUND WATER <br />LEVELS, MINE WATER DISCHARGES, AND IN SURFACE WATER FLOWS; <br />F) DESCRIPTION OF OBSERVEO MINING-RELATED IMPACTS TO GROUND AND SURFACE <br />4JATER S; <br />G) DESCRIPTION OF THOSE MEASURES UNDERTAKEN TO MINIMIZE GROUND AND <br />SURFACE WATER IMPACTS DURING THE YEAR; <br />H) PROJECTION OF POSSIBLE HYDROLOGIC IMPACTS OF MINING IN THE UPCOMING <br />YEAR; AND <br />I) DESCRIPTION OF MEASURES WHICH 4lILL BE UNDERTAKEN TO MINIMIZE THESE <br />PROJECTED HYDROLOGIC IMPACTS, SHOULD THEY OCCUR. <br />THE DIVISION DIRECTS EMPIRE ENERGY CORPORATION, WITHIN 90 DAYS OF PERMIT <br />ISSUANCE, TO SUBMIT TO THE DIVISION THE RESULTS OF A SAMPLING PROGRAM <br />FUR ALL OVERBURDEN PROPUSEU TO BE USED FOR PLANT GROWTH MEDIA. THE <br />SAMPLING PLAN SHALL BE AS FOLLOWS: <br />THE SPATIAL SAMPLING REQUIREMENTS WILL BE BASED UPON THE AREA TO BE <br />SAMPLED. FOR SITES LESS THAN FIVE ACRES IN AREA, TWO RANDOM SAMPLES <br />WILL BE UBTAINED. FOR AREAS GREATER THAN FIVE ACRES, FOUR RANDOM <br />SAMPLES WILL BE OBTAINED. ALL SAMPLES SHALL BE TAKEN TO A DEPTH OF <br />THREE FEET. ONCE THE SAMPLE IS TAKEN, IT SHALL BE DIVIDED EVERY SIX <br />INCHES AND THESE SIX INCH INCREMENTS SAMPLED FOR THE FOLLOWING <br />PARAMETERS: <br />PH SAR* <br />EC SATURATION PERCENTAGE <br />TEXTURE ORGANIC MATTER <br />PARTICLE SIZE PLANT AVAILABLE POTASSIUM AND <br />NITRATE-NITROGEN PHOSPHORUS <br />*WILL INCLUDE REPORTING CALCIUM, MAGNESIUM, AND SODIUM VALUES. <br />IN THE EVENT THE pH IS GREATER THAN 8.5 FROM ANY SAMPLE, THE SAMPLE WILL <br />BE ANALYZED FOR BORON AND SELENIUM. <br />BASED UPON THE RESULTS OF THESE STUDIES, AND THE UTILIZATION OF ANY <br />PROPOSED SOIL AMENDMENTS, THE APPLICANT SHALL DEMONSTRATE TO THE <br />DIVISION'S SATISFACTION THAT THE PROPOSED OVERBURDEN IS AN ACCEPTABLE <br />PLANT GROWTH MEDIA. <br />7, IJITHIN 60 DAYS OF PERMIT ISSUANCE THE DIVISION DIRECTS EMPIRE ENERGY <br />CORPORATION TO INCORPORATE INTO THE PERMIT APPLICATION THE TOPSOIL <br />BASELINE INFORMATION, WHICH HAS ALREADY BEEN COLLECTED, AND TOPSOIL <br />RECLAMATIOIJ PLANS FOR THE COAL PROCESSIIVG WASTE PILE, CRUSHER, EMPIRE <br />PLAINS FRESH tJATER SYSTEM AND UNDERGROUND RESERVOIR. THIS SUBMITTAL <br />SHALL INCLUDE A DEMONSTRATION, ACCEPTABLE TO THE DIVISION, THAT THE <br />PROPOSED PLANS WILL RESULT IN THE UTILIZATION OF A SUITABLE PLANT GROWTH <br />MEDIUM WHICH WILL INSURE RECLAMATION SUCCESS. <br />
