Connell Resources currently follows the laws and <br />guidelines outlined by the Colorado Department of Public Health & Environment <br />(CDPHE) regazding noise and air pollution and is applying for the appropriate <br />permits for this operation. A copy of the application materials to the Air Pollution <br />Control Division is included (Attachment G). <br />This project will not pose or create a greater impact than their cuttent operation as <br />the production rate is expected to remain at historic levels. To minimize fugitive <br />dust pollution, all roads and other exposed areas will be watered down as needed <br />using water trucks. Dust generated by the processing equipment at the Wellington <br />Downs Pit is reduced by the use of water spray bars at strategic points. This <br />process will be continued at the Timnath Connell Pit. To date, there have been no <br />complaints filed or citations issued to Connell by the CDPHE or the County <br />Health Department for violations of fugitive dust emissions. Attactunent G-1 is a <br />plan of action for responding to any complaints of noise or dust concerns. <br />The visual impact to the Timnath Connell Pit site will be mitigated by the use of <br />landscaping and the progression of mining from the west side of the permit <br />boundary to the east. Landscaping is discussed in further detail below. The <br />revised reservoir shape will also reduce the visual impact to the site once <br />reclamation is complete. <br />Proposed structures. This operation will not build any permanent structures on- <br />site related to the mining operation. <br />8. Proposed wager and sewer systems. Sanitary facilities at the site will consist of <br />port-o-let type toilets. Bottled water will be supplied to the employees. This is <br />the same method used on their cuttent operation and was previously approved by <br />the County. <br />9. Fire protection facility. Fire protection equipment will include fire extinguishers. <br />This site falls under the jurisdiction of the Poudre Fire Authority and should be <br />routinely inspected. <br />10. Drainage report. The site is located within the Cache La Poudre River 100-year <br />floodplain. The floodplain definition is located on Exhibit C of the DMG permit <br />application. The topography of the site is fairly flat due to land leveling activities <br />in the 1940's to facilitate the agricultural activities. <br />~_ The mining operation is adjacent to the Box Elder Ditch as shown in the DMG <br />Exhibit C. Connell owns four shares of the Box Elder Ditch. Currently, Connell <br />is under negotiations regarding the ditch. The ditch will not be disturbed until an <br />agreement has been reached. <br />
