The ] 0 to 12 year duration of this project is <br />relatively short. The final reclamation plan will create a water storage reservoir. The <br />final reclamation plan will preserve open space and will be appealing to passers-by as <br />well as wildlife. <br />Since the operation is a continuation of present land uses, i[ will not affect property <br />values of the surrounding area. <br />4. By complying with Larimer County regulations, [his operation will not affect the health, <br />welfaze, prosperity and safety of persons and property in the area. <br />5. Connell will comply with all applicable Local, State and Federal rules, regulations and <br />laws required for the safe operation of a gravel mine. <br />6. The life of this project is relatively short and will not create a lasting negative impact to <br />the surrounding azea. The following submittal meets all the requirements listed in the <br />Use by Special Review checklist. <br />KEY ISSUES ADDRESSED IN THE MAY 5, 1999 CTR MEETING <br />The response to seven key issues listed in the CTR Meeting report are discussed below. These <br />issues aze discussed in more detail in the following submittal information. However, we felt it <br />would help simplify this stage of the review process if we briefly addressed them as they aze <br />listed on page 4 of the CTR report and referenced where further information can be found in the <br />following Use by Special Review submittal information. <br />Sylvester Mabry with the County Engineering Department wa:+ contacted following the <br />CTR Meeting. His comments have been incorporated into the Stormwater Management <br />Plan developed for the Colorado Department of Public Health and Environment, Process <br />Water and Stormwater Discharge Permit application, a copy of which is included with the <br />application materials. The Traffic Impact Study has been revised to further clarify the <br />impacts and haul route for this operation (Attachment C). As this is proposed as an <br />extension to an existing permit, no additional traffic will be generated by the operation. <br />We are not proposing any use of Counry Roads for this application. <br />Comments and concerns from the Larimer County Department of Environmental Health have <br />C been included in the Stormwater Management Plan, the Process Water and Stormwater <br />Discharge Permit application and the Air Pollutant Emission Notice and Construction Permit <br />~} applications to be submitted to the Colorado Department of Public Health & Environment. A <br />copy of those application materials are included with this submittal (Attachments E, F & G). We <br />are working on the concern regazding silica and would prefer to proceed to the hearing stage in <br />order to obtain a basic land use decision, <br />
