(herein Connell); 4305 E. Harmony Road; Fort Collins, CO <br />80525, we are submitting a Use by Special Review permit application for the Timnath Cormell <br />Sand and Gravel Pit, to be located to the east of the current Wellington Downs Pit operation. <br />This Special Review application is being submitted as the second stage of the County zoning <br />review process. The Concept Technical Review (CTR) hearing was held on May 5, 1999. The <br />issues discussed in the CTR meeting have been addressed and incorporated in this submittal. <br />With this submittal, we are also requesting an amendment to the existing Use by Special Review <br />on the Wellington Downs Pit (#95-ZR0643CR0). Currently at the Wellington Downs Pit, <br />Connell operates an asphalt batch plant along with the crushing and screening equipment <br />associated with the gravel pit. The current County permit for this site won't expire until 2006. <br />As the asphalt batch plant is not dependent on the mining operation, Connell proposes to <br />continue to use the batch plant a[ the current location and use the new mining location as an <br />extension of the existing Wellington Downs mining permit. Connell will transport material for <br />use in the batch plant from the Timnath Connell Pit to the existing batch plant site, and will <br />transport the remaining material directly from the proposed operation. Crushing, screening, <br />washing, sizing and stockpiling of aggregate will occur at the proposed Timnath Connell Pit. <br />We believe this application meets [he criteria of the Lorimer County Comprehensive Zoning <br />Resolution for a Use by Special Review permit in the following ways: <br />l <br />I. This proposal complies with the intent and purposes of the Resolution. <br />~ `~ 2. The proposed use of the site is harmonious with the surrounding land uses. The land in <br />question is zoned FA-1 which allows gravel mining by Special Review. There are other <br />gravel mining operations in the area. <br />
