Mr. Rob Helmick
July 20, 1999
Page 11
.-
Plan for DisposaUStorage of Overburden, Waste Material or Rubble
Topsoil and overburden will be stripped and stockpiled prior to [he excavation of the sand
and gravel. This material will be used and/or hauled offsite during the reclamation
process. The average depth of topsoil and overburden is 5.0 feet. See Exhibits C & D of
the DMG permit for further details.
Frequency of Blasting
This operation does not require blasting to excavate the sand and gravel.
Proposed Time Schedule for Mining and Reclamation
Connell will begin mining the Timnath Connell sand and gravel deposit in the winter of
2000. It will take eight to ten years to mine with an additional two years to finish
reclamation. See Exhibits C & D of the DMG permit application report for more details.
Plans for Minimizing Dust and Noise Pollution
Connell will maintain their current practices to control dust and noise pollution.
To minimize dust pollution, all roads and other exposed areas will be watered down as
needed using water trucks. Dust control will be regulated by a Colorado Air Pollution
Emission Notification Permit (APEN). Connell will be responsible for obtaining and
complying with guidelines set by this permit.
To minimize noise pollution, heavy equipment will be operated primarily during daylight
hours. For more information, please see the information presented on page 7 and the
attached "Noise and Dust Mitigation Plan ".
Explanation of any Associated Processing
Connell Resource uses processing equipment commonly used by most sand and gravel
mining operations. This includes crushers, screens, wash plant, and conveyors. Connell
also has an asphalt batch plant located at the Wellington Downs Pit. The asphalt batch
plant will remain at Wellington Downs, with aggregate from this site hauled to
Wellington Downs for use at the batch plant.
