Based on this information, the Division has identified two vegetation communities originally present in the area: mountain shrub and introduced pasture. The mountain shrub dominates the proposed permit area and is found on the north-facing slope. The introduced pasture, in the proposed permit area, is located in the lower, level areas adjacent to the access/haul roads. The only new areas to be disturbed by this proposed operation are for the installation of the drainage control system. No known threatened or endangered species are identified in these proposed disturbed areas. Hence, the Division finds that the mining and reclamation activities will not affect the continued existence of any threatened or endangered plant species or result in the destruction or adverse modification of their critical habitat.
