Based on the above, the Division finds that there will be no <br />cumulative hydrologic impacts to the prevailing surface water system <br />within the defined CHIS study area, due to the Blue Flame Mine or <br />King Coal 14ines. <br />The applicant is in compliance with the requirements of this section. <br />X. Climatolo ical Information and Air Resources - Rules 2.04.8 <br />and <br />Climatological information is presented in Section 2.04.8 of the permit <br />application. Blue Flame received an Air Emission Permit from the Colorado <br />Department of Health on July 3, 1986 (permit 86 LP 149). <br />The applicant is in compliance with the requirements of this section. <br />XI. Soil Resources - Rules 2.04.9, 2.05.3(5), 2.05.4(2)(d) and 4.06. <br />Baseline soil resource information may be found in Section 2.04.9 whereas the <br />soil salvaoing plan and the soil redistribution plan is located in Section <br />2.05.4 of the permit application. <br />The majority of the area to be disturbed by the proposed surface coal mining <br />operations has been previously disturbed (i.e.; mining activities date back to <br />the 1950's) with no topsoil material salvaged or stockpiled. The only new <br />disturbance proposed by the applicant is the installation of upland diversion <br />ditches and the sediment pond, with associated conveyance ditches, for <br />drainage control purposes. The applicant has committed to salvaging and <br />stockpiling the topsoil from these areas prior to construction. This <br />stockpile will be seeded with a multi-species grass, forb, and shrub mixture <br />and a retention berth will be constructed around the perimeter of the stockpile. <br />Blue Flame has committed to importing from outside sources approximately 4,400 <br />cubic yards of topsoil to be used as a plant growth medium. This will allow <br />Blue Flame to distribute approximately eight (8) inches of topsoil over the <br />regraded areas. Before distribution, the topsoil will be analyzed for the <br />required parameters and the results submitted to the Division. <br />The applicant is in compliance with the requirements of this section. <br />XII. Vegetation - Rules 2.04.10, 2.05.4(2)(e), 4.15 and 4.18(4)(1). <br />The Blue Flame Coal Mine has been in existence since around 1950. <br />Consequently, the majority of the mine facilities area has been previously <br />disturbed. Because of this, no pre-mining inventory data were collected.
