No.: COR-040204 <br />A. The Stormwater permit was issued on November 6, 1998 to the Colorado Division of <br />Minerals and Geology. The permit was issued for the purpose of completing reclamation <br />operations at a portion of the now inactive Coal Basin Mine. The operating permit for the Coal <br />Basin Mine was revoked by the Colorado Mined Land Reclamation Board in 1992. Minerals and <br />Geology is accomplishing reclamation of the site with proceeds received via the bankruptcy plan <br />filed by the former permittee. Minerals and Geology is required by statute to accomplish <br />reclamation of this site. <br />Reclamation construction within the Stormwater permit area was accomplished in 1999. Minor <br />reclamation maintenance work was accomplished within the permit area in 2000. The main <br />activities within the Stormwater permit area in 2000 were weed control using biologic and <br />chemical methods, reclamation maintenance, and allowing the seed planted in 1999 to begin to <br />become established. <br />The Best Management Practices implemented during the 1999 construction season appeared to <br />have been successful in containing sediment generated from the reclaimed area. Reclamation <br />completed, Best Management Practices installed at each construction area, maintenance <br />accomplished and vegetative cover established is summarized below. <br />Old Refuse Pile Project Area <br />Huntsman Project <br />The Huntsman Project Area was inspected following snow melt. Silt fence and dozer hummocks <br />were the primary Best Management Practices employed in this area. The dozer hummocks were <br />very effective in disrupting runoffpatterns, and at containing sediment generated from the Project <br />Area. The Silt Fence was found to generally be in good condition. However, a few sections had <br />been pushed down by the snow pack. Repairs to the fence were made at the time of the <br />inspection. The vegetative cover at the Huntsman Project Area was visually estimated to exceed <br />80% by the late summer /early fall of 2000. This degree of vegetative cover, which exceeds the <br />overall pre-reclamation vegetative cover by an estimated 55%, will effectively minimize erosion <br />potential at this location. Because of the highly effective vegetative cover, the silt fence in this <br />area was allowed to fall during the summer of 2000. The silt fence will be completely removed <br />2 <br />
